This is known as epilator , which is used for hair removal. This removes the hairs from the root !! For the people who lie that it is painless , it is false , is not painless but if you can bear the pain of waxing , it is less than that , you have to do the correct method .
About my personal experience, i used my aunt's epilator onces ,my hair growth is too much but after using it , even after a 15-20 days the hairs didn't come , but for me during waxing the hair growth comes after 10-15 days only .
